Q: Does 3" represent the overall height, or is it the diameter of the wheel. In which case, what is the overall height from the plate to the floor.

A: Caster dimensions are always according to the diameter of the wheel itself. The overall height on the 0718 from bottom of wheel to the top of the plate is 4”.
