Q: Is this suitable for storing tires? A 255mm wide tire with rims?

A: My opinion is no. The supplied screws and method of construction would give way under too high a load. I use a pair to hold a ten foot kayak and all the joints creak, I’ve changed the screws to larger ones but the square section is now showing signs of compression damage. But the tire / wheel storage rack instead.

Q: would the included hardware be suitable for concrete? if not then what would be the correct hardware to get additionally

A: I would trusted the screws to drill into concrete. I’d get concrete screws from hardware store. Drill a small hole then drill into that.
