Q: how do you install it? Is it suction, does it need a flush surface

A: I bought two, one for covering my sump pump discharge pipe after i disconnected hose and one for my garden hose spout. Inside, it has a rubber ring that you attach to the pipe or spout and you squeeze and pull the tab you see in pic to tighten it against surface. Never moved all winter and provided good protection, better than nothing. I had mine against rough stucco. Not 100% sealed but tightens up pretty good.
