Is this adjustable?

Package says 1 size fits all age 2-7. Yet, it is not adjustable. No adjustment tabs to unlock & lock & it does not appear to have anything that could be adjusted. I’ve been using helmets for my kids & grandkids for years. This seems to be considered “fits all” by just inserting or removing padding. Pretty inferior product over the standard of the last 40 ish years.
