Q: Does this product have to be placed into the fresh water tank then completley flushed out of the systerm before filling the tank again and using it for drinking water?

A: Yes this is how I usually do mine I use this product mixed in with my freshwater tank run it through all my taps one by one. Then I flush everything with fresh water again before filling with drinking water. Very similar to as the instructions say on this product.

Q: Does this sanitize the tank and can I run it through the hot water heater or do I need to bypass it?

A: It wont sanitize it the same way that bleach will, but it does contain alcohol and will do a decent job assuming the tank and lines are already reasonably clean. You can run this through the water heater. Best practice would be to fully drain the heater after the process, and then refill and drain again to flush. Personally I repeat the process twice with the water heater and the fresh tank, and then run an entire fresh tank of water through the system for good measure.
