Recieved dead roots

I bought two packages planted them exactly as instructed on the package and only 1 of 10 roots sprouted. The Roots seemed very dry when I picked them up at the store maybe they were bad?

No life visible out of package.

We bought two packs and planted as directed in early spring. They looked very dry with no life visible. As expected two months and still no signs of growth. Very disappointed.
