Doesn't coil up even @ -20C

Bought this to replace out door block heater cord that was cracking in the cold (-30C), No trouble with cracking but even @ (-20C) doesn't wrap up. Thinking a cord bragging 9-58C) would be more flexible- there are lots of cords that are

Just noticed in the description that they're listed as 3 gauge. They're 16/3, which means 16 gauge with 3+1 conductors. Certainly not 3 gauge cords.
