A: I’m not sure what permanent plug means. I have two ports that can be plugged. Q: Does the water reservoir have a gauge to determine when to refill?

A: No, There is a little whole on the side. When it is full it starts coming out. I have only had to top up the water once or twice all summer so far. If it rains it fills up. A bit expensive but I think they are worth it. Love them!
