Needs USB-A Power source

Good for smaller plants. I was surprised it needed a separate power supply and didn't plug into the wall. I didn't see that anywhere in the description. Not a huge issue, but be aware that a separate USB-A power source is needed (phone charger).

Q: Does the timer automatically turn the light on at the same time every day? Or is it more like a sleep timer where you set it on for x hours and then you have to manually turn it on again and reset the timer?

A: I actually ended up buying it and I least the one I got DOES function like a timer. It will turn on at the same time of day that you orginally turned it on, and stay on for whatever amount you had set the timer (3, 9, or 12h). Very useful - but not obvious from the interface.

Q: Does this have a base, or do you have to stick it in the pot? If you can only stick it in the pot, this would be a problem for a small pot.

A: It does not have a base, it has a spike that you put into the soil in the pot and it extends from there. I suppose you could stick it into a narrow vase or glass filled with something like marbles or pebbles and put it beside a very small potted plant.
