Very long dry time

It takes a very long time to dry. I called there office as the caulking just washed away when it rained 48 hours after applying. They said I needed to let it dry 7 to 14 days with no rain to get it to cure. I do not know why it says outdoor use.

I bought this caulking for windows , used it 2weeks ago and it is already starting to crack. not impressed. It might be ok for baseboards but i wouldn't use it on windows again.
