What great about the highlighters

Great vibrancy. Has a versatile tip on it. Smear resistant. They are Dour able, long lasting and quick drying. Cap fits great on it. Has smear guard technology on it. Doesn’t bleed through paper. Feels great to write with on the hand.

Q: Are these highlighters ACTUALLY fluorescent or are they just "bright colors that turn black under black light"?
