A: Yes, the 15 inch includes the handles. The top of the actual dish is 9.5x13.5, and at the bottom it narrows to more like 8.5x12.5

A: This is not safe to use on BROIL. The instructions in the care and use along with wording in the bottom of the bake dish states - NO BROILER.
