Did rain ruin this fertilizer?

This is a review of Canadian Tire practises, not specifically "Th!s" brand of fertilizer. Rain can ruin fertilizer in bags. This bag was inside when I got it, but it seems to have been in the rain. The granules felt loose through the plastic bag and therefore seemed dry. But after a couple of days in my (dry) garage, thick liguid had oozed out of the bag. I think the fertilizer may be wet. If so, I'll return it (when I open it next spring). This happened years ago. I got a refund (even though I tossed out the eye-stinging fertilizer). Fertilizer needs to be stored dry, especially now that it's so expensive.
