Q: Will this charge if the battery is completely dead or does the battery have to be above a minimum voltage?

A: The Stanley CHARGEiT 1A Battery Charger/Maintainer can detect batteries as low as 1 volt, if a battery is lower than this it is typically it will not be recoverable. This 1A unit is designed to maintain a charged battery that will be idle. IE a boat or car that will be parked for an extended period. However the unit can fully charge a battery, depending on the size an condition. This could take several days at this low rate.
