Best scratch post ever

I've had this scratch pad over 10 years. It's perfect for cats. She loves it so much I had to get another one because I didn't know you could buy the refill. The best thing about it is the clean up, you just empty the base. She also likes to just lay on it. You can't get the refills in the pet stores. Canadian Tire is the 1st place I've found them.

The product itself seems fine but my cat doesn't play with it. There's a bunch of sand that falls off it when I first opened it. The board itself seems very rough; maybe that's why my cat doesn't play with it.

Q: The one I purchased seems to be covered in something? Does the card board have some kind of coating? What feels like tiny pieces of silicone is coating the cardboard and all over the floor.I have taken it away from the cats until I find out it's not toxic
