I can't say 100% sure yet. Mia, my 2 1/2 yr old Peke, loves to play fetch with it. I haven't used it yet w/water. I don't know how it will go with water in it. For now, the way it is, I'm happy with it as is Mia. It bounces around and she goes after it like a stick!
