Q: Would this fit a mountain bike with a 26" tire?

A: I bought this cover not too long for my hubby. Yes, I do believe it would. I would suggest maybe using a bunny cord to tighten the leftover loosen part. As there are many grommets on it too. I also felt, it was better quality than in the picture. My hubby was very pleased with it for his E-bike.
