A: Its outer frame is from steel, shelves stripes are not. We suggest you put it indoor in case shoes will get wet if raining.

A: I think you would struggle to get 9 pairs of shoes on the entire rack, nevermind have it structurally support that many. You might get 9 shoes for a toddler on there. Realistically you're looking at 4-6 pairs.

A: Each set comes with three "tiers" so you can just buy 2 sets and make six "tiers". They come with screws that you can attach them from the top and add another set. I don't think there is a limit on the number of sets.
