Doesn't remove surface rust on steel rims

Purchased yesterday to use on some rusty 17" steel rims that came with snow tires I had bought. Was hoping to use this product to clean up the rims before selling them. Unfortunately after following the instructions and applying two applications over a 24-hour period, very little rust was removed even when using a power washer to rinse with. I would not waste your money on this item. Will be returning it today to CT for a refund.
