Q: Can these discs be used with velcro attachments on a palm sander?

A: Yes they will attach to a hook and loop sanding pad. However, these sanding screens are known to destroy the hook and loop backing of the sander. It is recommended to use an interference pad between the screen and machine. These are basically sacrificial hook and loop backings that are cheaper to replace.
