Poor performance, device installed is different than the part number stated in the invoice

According to the invoice 20030200200363, the product description states part number 11419 with a price of 84.99 CAD. After investigating, the device installed is different than PN 11419 (Kat's Engine Heater Freeze Plug), the price of the block heater installed is 24.98 CAD (https://www.canadiantire.ca/en/pdp/phillips-temro-block-heater-0300100p.html?rq=philips+termo+block+heater). As per the product performance, after one week of use, I do not see any benefit on the engine's temperature of my vehicle. Have Canadian Tire Technical team selected and installed the proper device according to my vehicle? Is the price invoiced correct?

Wrong brand and fit.

I wasn't sent a Phillips & Temro block heater. It was a Kats and the garage had to modify it to fit the opening in the block even though I had specified the type of vehicle with the correct engine size.
