Poor quality control

Bought a bag of this earlier in the year and was great quality. Bright white seed with no filler. Cardinals and mourning doves love it. Bought a second bag and it is full of twigs and some kind of black crud. Smaller and duller seed, too. Check the bag carefully before buying.

Q: Why does the picture shown say sunflower seeds, when it is supposed to be safflower seeds? They are completely different! Someone else has asked the same question but no answer so far.
