Q: Do these brackets need to be screwed to the shelves, or do the shelves just sit on top?

A: I guess you don't necessarily have to, but the shelves won't sit as sturdy. I personally recommend you screw the brackets to the shelves. I'm pretty sure that's why the holes are in the brackets. I like it too, because I can move the brackets and shelf to a different level all together. And the shelves are much sturdier being fastened to the brackets.
