They do the job, but a jig is a lot easief

A biscuit joiner makes making accurate, strong wood joints easy, but not everyone wants to pay for such a specialized power tool. You can make equally strong joints using dowels. The problem is making sure that the dowels and holes are lined up so that the joint is positioned correctly.
You can use a drill and regular drill bit to make dowel butt joints, but it requires a lot of careful measuring to make sure the joints are lined up correctly. There are lots of jigs on the market that make it easier (Canadian Tire sells a Wolfcraft jig for a low price and we found it works pretty good.)
These dowel centers are an even cheaper alternative. They're used to mark the the position of drill holes for dowels. You fit the shank into the drilled hole in one piece and then press the point into the other piece of wood, marking the center where you drill the hole for the other end of the dowel. (You can find illustrated examples on lots of woodworking websites and video tutorials on YouTube.)
This set is a great starter set. If you are doing a joint with more than one dowel, there are enough dowel centers in this kit to do the job.
Overall, we prefer our biscuit joiner because it's quicker and easier to make accurate joints than using dowel centers. With some practice on scrap wood and a lot of patience, this WolfCraft product will give you equally good joints. It works well with the dowel kit that CT sells (#54-9060-4).
