Q: would this keep a small dog in?..it stands about 12'' taller than her

A: If the fencing is pegged down so dog can't get under it, and providing the dog never chews its way out, yes. Bother fencing is heavy plastic or resin. It works for chickens. It might for a small, calm dog. I use mine in the garden.

Q: does this come with stakes or something to secure it into the ground? I've looked at this product in the store a few times and there are no directions on how to install it around your garden.

A: I would recommend using one of the following 3' bamboo stakes (59-3051), 3' hardwood stakes (59-3020), or 3' green metal stakes (59-3046) to support this product. You want to then either weave the stake through the mesh holes of the fence or use some form of securing device such as a cable tie to adhere it to the stake. You then want to place at least 1' of the stake into the ground to stabilize the fence.
