Essential item but hard to find

This was a needed item - our 13 year old vehicle has several small rust spots mainly at paint chips. Paint can instructions are so small as to be illegible and very short on directions; online directions are moderately better. The in-store display was organized but this item being within inches of the floor was hard to find. I still don't know whether primer is needed; there is a suggested primer but whether or not it's necessary or just for levelling out chips and/or scratches is unknown but then said item can't be found anyway.
