Listed size is incorrect for Nester Dog Bed 20x17

I ordered this with the understanding the size was 20x17, it measures outside 17x16 the bed inside is 10 3/4 x 9 1/2 inches my dog is small the same size as a large cat and cannot fit inside the bedding
