Specs are wrong

I bought this to mount under my countertop, when my quarts countertop came, sink was showing under the counter as the hole for it was too big, the specs on the template are 1 inche too big so now I have to wait for another countertop to be cut and installed. The specs on the template were double checked and they were wrong.
