It is non-hazardous and easily washes off using mild detergents or common metal cleaning solutions. Dry Coat is safe to use on ferrous metals, stainless steel and will not harm most elastomers or plastics and it provides protection for up to one year for items STORED INDOORS. So, to answer your question, you most definitely can spray Dry Coat onto your break rotors to prevent rust and there is no need to remove it, once the car is back on the road the Dry Coat will wear off due to the exposure to the elements when you begin driving it again.
