Q: Can the handlebars of the impulse be raised without a stem riser? If not, will a standard stem riser work? Thank you in advance

A: The stem that connects to the handlebars is height adjustable. Keep in mind the minimum insertion line must remain inside the frame when adjusting. The stem on this bike is 22.2mm size. i.e the inner diameter of steering tube of the fork is 22.2mm

Q: What is the weight of this bike? I saw that this was asked 7 years ago and the response was 18lbs which is great, but I wanted to confirm since most bikes like this is around 30lbs and our decision is partly based on how heavy the bike is.

A: The 20" Impulse that you mention refers to the wheel size not the frame. This is not a bicycle for your wife. To properly size someone to a bicycle the inseam needs to be measured not hieght. Please go to the Canadian Tire store so they can properly measure your wife's inseam for a bicycle that will fit her.
