Q: Can this be used outdoors? Rustproof to withstand the rain?

A: The metal is coated so it does not rust. If paint chips (falling over/scrapes), I would expect rust. Paint becomes dull after 2 years exposed to elements and will likely require a refresh spray paint in year 3 or 4. Overall, good quality.
