I just finished installing this guy and can answer your question! (b/c I was wondering this myself before I bought it!)
It comes with the pieces to make two narrow shelves and you stack them on top of each other (held together with wooden pegs). This make the tall, skinny centre shelf pictured. Once stacked there are 3 fixed shelves (the 4th one being the very top), and it comes with white plastic pegs to insert the remaining three shelves wherever you want.
It also includes 4 small white plastic L bracket to secure the centre shelf to the back wall of your closet, which trust me you need to do b/c it isn't very sturdy. I only used one set of the plastic ones, then i used one set of metal ones that i had lying around, b/c i didn't quite trust the plastic!
**Note that this tall shelf does not have indents cut our of the bottom to accommodate for a baseboard, so if you have one in your closet, as i do, it wont sit flush against the back wall.
There is a long board that runs the entire length of the shelf in the pictures - this is not included and in the instructions they assume that you already have one in your existing closet. If you don't you'll have to go out and get one if you want a top shelf. If you do have one, then you place it on top of your tall skinny shelf that you've assembled and secured. Included are two small pieces of wood which you drill into the wall underneath this board so it has something to sit on. You may also want to secure this long board to the walls or the tall shelf if you feel it necessary.
Once that bit is done, you drill one end of the clothing rod into these little pieces of wood, and then the other into the tall skinny shelf. If you decide to use the third lower rod, then you drill one side into your wall and one side into the shelf.
The rods consist of two pieces that slide into each other, and two metal plates that are the pieces you actually secure into the walls, then you just slot the rods into the plates.
The kit includes instructions, all hardware, including screws, wall plugs, and white L brackets.
It is quite lovely and impressive when up! My clothes actually have room to breathe!!
